As a one year old high-level group, British Cabinet Office's Behavioural Insights Team (BIT) strongly endorsed to reduce tobacco harm in its first annual report. (You can read the report here).

The mission of BIT is "to find intelligent ways to encourage, support and enable people to make better choices for themselves." It reported that the biggest preventable cause of death in UK is smoking which kills over 80,000 people a year only in England. And the cost of treating smoking-related diseases is up to 2.7 billion each year.

A review by the British Healthcare products and Medicines concluded:"nicotine is actually a very safe drug, while addictive." BIT is working with the UK health department to help smokers transfer to safer nicotine taken methods. They need a product can provide nicotine in tobaccos but without the harms with smoking tobacco.

This statement confirms the point of view: nicotine is a safe drug. It is observed by BIT that nicotine is a recreational safe drug just like caffeine and alcohol, and it also notes that efforts are been made to help smokers to transfer to safer nicotine sources. Because of the same behavioral attributes with tobaccos, electronic cigarettes are regarded to be potentially effective alternative.

Tobacco harm reduction initiatives should be significantly advanced on a global scale by the positioning of BIT. Particular U.S. regulatory authorities should take note of this. The challenge faced British government is to carry out the concepts. In the UK, though electronic cigarettes are widely used, some other smoke-free products such as snus are still under the ban of EU. Early in the 2008, China national quality supervision bureau had authorized Beijing Ruyan Tech to draft the e-cigarette standard in China. After several years' development overseas, Ruyan came back to domestic market. Mr. Dong, general manager of Ruyan said:" we have the core technique patents protected by fifty five countries in the world." This makes it possible for Ruyan to participate the draft of national electronic cigarette standard in China. Under the e-cig industry situation at present, in order to rebuild the customers' confidence on e-cig products, industry standards for e-cig products are possibly to be established. This is needed by customers in China, by the market.

If it does so, there will be both challenges and opportunities for the manufactures in China, also the same for Beautiful Industry Group.
